Biography

Alexey Tsoi is a physician, researcher and healthcare executive. He worked as an endoscopic surgeon and research fellow before heading the Centre for the Introduction of Modern Medical Technologies, the Medical Centre of the Presidential Affairs Administration and Astana City Hospital No. 1.

In 2014–2019, he served as Vice Minister of Healthcare and Social Development and then Vice Minister of Healthcare. He was First Vice Minister and Minister of Healthcare in 2020–2021.

In 2022–2025, he again headed the Medical Centre of the Presidential Affairs Administration. He was appointed an adviser to the President of Kazakhstan on social issues on 14 October 2025.

His education spans medicine and management, with PhD and DBA degrees.
